Oracle never recommends the UOM change for the items having on hand balance. If i am not wrong , there is no direct or indirect solution for your issue.
You have to deactivate the current item and create (copy the exiting one) new item with new UOM.

Solution

You CANNOT change the UOM for an item once the UOM is assigned to the item. Once the item is defined, you cannot change the primary uom of the item any more. This is correct functionality. If the item has not been transacted you can delete the item and then re-add it with the correct UOM.

This in part depends upon:
1) Have you performed any transactions for this item involving this UOM Unit of Measure / has this item been transacted upon ?
2) If you have transacted on this item, are there any outstanding orders, purchase orders or WIP jobs ?
3) Do you have any conversions setup which rely on the Unit of Measure ?
