The problem of Setting up the Security of iAssets

I have an urgent problems as the topic. I have already set up the Oracle HRMS steps to create the employees...

If I want to set up the iAssets User responsibility to different locations, can I set any security for belows:
a. Users can only search and transfer their own locations for the assets
p.s. I've already checked the iAssets rule to enforce security by Cost Center but did not work....User can still transfer all location's assets...

b. I want to use Cost Center?based approvals that means the default approver will be the cost center manager. How to setup Cost Center Manager?

I have just found a big problem of the iAssests System. The users who submit the transfer request can do approval in "Noticatifation From Me" during transfer asset to other Receiving Approver in different locations for approval, so it should not be a right person to do so...
