Error during HR organization creation in HRMS

Fellow Gurus,

I'll really appreciate in anyone can assist me in resolving this error that appeared during HR Organization creation in HRMS Rel. 11.5.10.
''flexfield can't be opened becos no display segment is opened, APP-FND-01050''.

Check your Cost Allocation Flex Field Segments that are checked on "Displayed and Enabled" and Set the Qualifiers for the Cost allocation Flex Field. Unfreeze the flex field done this task and again freeze the flex field and compile it then check it.
Also set the Profles

HR Security Profile
HR Business Group
HR User Type
