I'm planning to buy new Linux Server. Can anybody tell me how much RAM+HDD+Processor(s) are good to run 11i at home for practice purpose.

if you just want to install vision database, I would suggest on my experience that you buy at least 120 GB HDD (SCSI would be better), 1 GB RAM, 2.4 GHz processor, 16x DVD ROM.
