Problem in fefinging profile

Dear All
I have installed new oracle application R12 and create new user, but when i login it give following error message:
Oracle general ledger could not retrieve your access set information. please make sure the profile option GL: access set is setup for your responsibility.
When I access profile through system administrator Profile<system<on next screen I enter in profile GL: Data Access Set and click find, on next screen on site column when I click LOV, it give following problem:
List of value can not find any value for choose.
cause: list of value failed to find any value
Cause: the SQL statement specified to fdflch() fail to return any value
Action: check the message stack for any SQL statement failure message
check to make sure your SQL statement works in SQL *plus. (ROUTINE=fdlch)
Pls help how to resolve this problem, so that I can define combination in GL to complete GL setup.
