Hi Fahad,

For in process requisitons you can convert them to RFQ or PO even though it is lying with any of the approvers. This conversion u can do with Autocreate feature. So even though if Purchase requisition is with any of the approvers...preparer can access that PR which is in in-process and convert them to RFQ and you can start your request for quotation process otherwise you can create PO directly from PR(which is in in-process stage).

Purchasing: Management > Manage Buyer Workload / Forward Documents

The Buyer can can change the orginal requestor to the new requestor in PO's Distributions tab via his PO Buyer Responsibility.
