Oracle HRMS & OTL Clash Leave

Hi there,
We are facing an issue that whenever for a particular person there exists both attendance (In OTL) as well as leave (in HRMS), the payroll considers it twice and pays it twice. Example if I apply for an annual leave from April 1, 2008 till April 31, 2008 but due to some urgent wok postpone my vacation for 2 days, and fill my attendance for these 2 days (without adjusting my actual leave in system), the payroll pays me for 33 days in April, 2008.
Is this a bug or a configuration issue or a system functionality?
Any solutions one may offer.
