Multi language reporting

Hi,
We are rolling out Oracle Financials 11i in EMEA shortly and will be thus dealing with European Localizations. Also, there are several legal & regulatory requirements with respect to Taxation and Reporting whereby reports and information needs to be submitted in the local language and currency.
Do these requirements mandate the use of MLS?
