Budgeting vs Forecasting

Can anyone different b/w Budgeting and Forecasting and can we drive any type of forecast from budgets?.
Budgeting is a plane express in money; it is prepared b4 budget period & may show income, expenditure & capital to be employed
The identification of factors & quantification of their effect & quantification of their effect on entity as a basis for planning is forecasting
