Help Install the Arabic languge patch for R12

Hi there,
I,m new in Oracle applications , i have installed the R12 on linux and
- License the arabic lang from OAM
- use the adadmin utility to maintain the database Multilanguage table
- Enable the Maintenance Mode by adadmin utility
- use the adpatch to apply the Arabic language patch
it's goes well and the adpatch begin to assign and complete more than 63000 file using 6 workers , then the patch hang in about 34000 file and don't complete those files
i'm trying to get the Oracle Applications NLS Release Notes(Doc ID:405294.1) but idon't have CSI to access the metalink site
somebody help
post me the Notes
or post me the steps to install additional language to oracle applications R12
