JSP Error

dear all,
i try to login today it give me error:
JSP Error:
--------------------------------------------------------------------------------
Request URI:/OA_HTML/AppsLocalLogin.jsp
Exception:
java.lang.NoClassDefFoundError
so i dont know exactly what is the problem so i stop all the service and started again it work but the question is what exactly the problem and is there other solution rather than to stop and start
