What is the reason if PO is in Pre-Approved status

Dear All,

I have created PO for Rs. 1000 which would be under approval amount. But PO is not getting Approved instead it is stating the status as Pre-Approved. As far as my knowledge, if the PO status comes as Pre-Approved means there is still somebody should approv this PO.

What would be the reason if PO Status is Pre-Approved? Can anybody explain what could be the required steps i should do to get the status as Approved instead Pre-Approved?
