There is a profile option OM: Schedule Line on Hold. Please set that to 'Yes' at the site or responsibility level and try.

Try this

Orders, Returns > Order Organizer
Query the Order
Navigate to the line with the error in Fulfill_line of the workflow.
Actions -> Retry Activities in Error

Use org assignments at the item master level. Do not assign item to warehouses from countries where you do not wish to sell these products.
