i did not get it, if you sub inventory doesn't have Stock Locator Control why do you need to setup a Stock Locator!!!!
just disable Stock Locator in all level (Org,Sub-Inv & item).

as far as i know this message only shows when you transfer any document type (PO/REQ) from the owner of the document to someone else, using forward Documents form.
PO=>Management=>forward Documents.
