ERPstuff - Oracle EBS Community

It looks like the site for HR: Business Group and HR: Security Profile were empty in Profile Options.

I'm trying to learn Oracle EBS R12 by myself. I've gone through some training materials and i'm practicing now.
I was going to define Location in HRMS but got an error "app-pay-06153: System Error: Procedure INIT_FORMS at Step 1".
Can any one please assist me with this?
