Your case looks a bit complicated. As other people have commented, you can use security rules at responsibility level but if it is fresh implementation, the second option is preferable.

Give different name to each account structure which is your COA, then use CVR.

You can get ERPstuff sysadmin document. It explains all the steps and the necessary things you need. It is more practical. You can also check oracle installation forum as well. Let google be your best friend.

I do not think anybody has found solution to this concurrent problem. Installation on window 2003 and xp is not advisable due to the problem.

It might be thru recommendations from another user, they can apply using their company emailID etc.
