Pls make sure u have C++ compiler and port of unix commands like which, at installed on your computer before u begin. These can be delivered by cgywin(freeware) or MKS Toolkit(Licensed S/w).

Then follow along the platform specific install guide for the version of Apps u r planning.

The enabling of events in init.ora is logging a lot of extra information and probably slowing down the database.
Consider removing the following line from your init.ora andrestarting the database.
